 pve-sync-authorized-keys: add hourly sync tool 
- sync authorized keys from nixos git repo into /etc/ssh/authorized_keys.d/root
- configure drop-in AuthorizedKeysFile to preserve proxmox cluster keys
- run hourly via systemd timer
